Presidential Decree No. 198 otherwise known as the Provincial Water Utilities Act of 1973 as Amended by Presidential Decree Nos. 768 and 1479 declared a National Policy favoring local operation and control of water systems authorizing the formation of Local Water Districts and providing for the government and administration to facilitate improvement of local water utility granting said administration to facilitate such power as necessary to optimize public service from water utility operations and for the purpose.

OPERATION AND MAINTENANCE PROGRAMS
OPERATION

The Water District was operated in 1986 after the Sangguniang Bayan of Nabua and acted to Resolution No. 20-A creating the Nabua Water District. It was operated through the deep well constructed at the Nabua High School compound with its 227 m3 steel reservoir.

The Nabua Water District initiated an expansion program under the LWUA assisted project which realize the construction of a deep well at Sta. Lucia and an elevated tank at Santiago Old and the transmission lines connecting areas outside the Poblacion of the Municipality of Nabua. After a few years of operation, it was noted that the water drawn from the two wells displayed an unnecessary organic matter that cause water coloration thereby affected the trust of the consumers although it passed the bacteriological test.

With this, in 2006 and 2007, the Board of Directors decided to enter into a contract with Baao and Iriga City Water Districts to purchase water in order to serve the concessionaires of Nabua.

Now, the Water District is operational serving 29 Barangays of Nabua with 2,773 active concessionaires

MAINTENANCE

The Nabua Water District is interconnected with Baao and Iriga City Water Districts. It has a flow meter installed in boundary to determine the consumption necessary for the monthly billing.

The Sta. Lucia Pumping Station is recently rehabilitated and maintained to serve as a standby source in case of failure by the two supplying water districts. The Nabua National High School overhead tank is also maintained by a monthly clearing to remove possible siltation. Main gate values were also inspected and observed to do away with operational losses.

METER READING AND BILLING OF ACCOUNTS

The Nabua Water District is operated and maintained by nine(9) able bodied Personnel plus five(5) other male Office Personnel who are willing to augment the workforce when necessary.

METER READING

It is done regularly every first to third day each month by the assigned personnel in every Barangay. The reading sheet is then submitted to the billing clerk for billing activity.

BILLING OF ACCOUNTS

After receiving the reading sheet from the meter reader it is being reviewed and posted by the billing clerk in the computer for computation and production of individual bills.

DISTRIBUTION OF BILLS

Immediately after billing, the bills are returned back to the meter reader for distribution. It is visually done 2 to 3 days after billing.

COLLECTION

The bulk of the collections is collected by the Cashiers at the office however, the personnel in charge of the bill distribution is also equipped with Official Receipts (OR) for concessionaires who are willing to pay the day that they received the bill. It is done to help the concessionaire who prompt in paying their bills.
POSTING

The collection receive by the Bill Collector (the one who distributed the bills) is remitted to the Cashier every afternoon and is posted by the Cashier.

The collection in the office is immediately posted by the Cashier and at the end of the day all collection report and is submitted to the Accounting Section for review.
PREPARATION OF REPORTS

The Accounting Section reviews the collection report and after it is approved they prepare the Monthly Data Sheet and the Financial Statement report.
